The two highest-rated episodes (both 8.4) sit at the back of the middle seasons. S2E7 “Dios y Federación Makes Rescue a Deal With Worse Men” trades the Venezuela arc’s moralizing for a hostage swap where every option is dirty, and the show is sharper when Jack can’t shoot his way clean. S3E8 “Old Men Aim Missiles, Young Officers Refuse the Script” ends the Russia season on actual stakes — the chain of command, not Jack, decides whether the world ends.
